Organization Structure
The Field Operations primary responsibility is stewardship of the Federal-aid program on the National Highway System (NHS) in Puerto Rico. This oversight is accomplished through process reviews, in-depth inspections, and routine inspections. Those working in Field Operations are the primary contact with the PR DOT & PW Design and Construction Offices. Within this area, those working explain Federal requirements, works for improved operations on the interstate and National Highway System, and promotes opportunities for improving safety and implementing new technology on construction projects. The Engineer(s) are able to identify problem areas, provide advice to the PR DOT & PW Design and Construction staff, and to provide other resources to the PR DOT & PW. The Engineer(s) also manage, coordinate, and promote a variety of technology deployment and program stewardship activities in the areas of pavement, materials, traffic, Intelligent Transportation System (ITS), and safety. Field Operations is also responsible for the Emergency Preparedness and Relief programs, specifications, standards, winter maintenance, and technology transfer. External Civil Rights program activities carried out by this area include: monitoring the implementation of the PR DOT & PW Disadvantaged Business Enterprise Program, compliance with Title VI Civil Rights provisions, Affirmative Action Plans, Contractor EEO Compliance, and On-the-Job Training programs.
The Structural Engineer provides technical guidance on project and program issues related to bridge design and construction, geotech, hydraulics, retaining walls, bridge inspection, and bridge management systems. Through technology transfer, implementation of new technologies and innovative design and construction techniques, the Structural Engineer works closely with PR DOT & PW engineers to improve current practices and build economical, safe, and attractive structures.
The resource management team is responsible for internal operations such as information management, word processing, financial assistance, and personnel coordination activities. They also provide administrative support to each of the functional areas in the Division. This area is responsible for the technical assistance and support in the areas of Federal-aid transportation funding and reimbursement management. The division's internal budget, information resources, and office services are managed from within this section. This area also has the responsibility for managing the division's information systems hardware and software infrastructure.
