- Development and demonstration of new, cost-effective, highway bridge applications of innovative materials

- Reduction of maintenance costs and life-cycle costs of bridges, including the costs of new construction, replacement, or rehabilitation of deficient bridges;

TEA-21 IBRC Eligibility
- Funds are available for bridge projects that demonstrate an innovative material application and meet one or more of the seven program goals listed in Section 503(b)(2) of Title 23
- Location - the project may be on any public roadway: State, county, city, road or bridge authority, etc.
TEA-21 IBRC Eligibility (Cont'd)
Eligible Activities - funds available for:
- preliminary engineering,
- costs of the innovative material portion of repair, rehabilitation or construction of bridges or other structures, and
- costs of project performance evaluations including instrumentation and performance monitoring of the structure following construction

- Proprietary Products - As this is a research and experimental program, it is in the public interest that proprietary and sole source products may be included in the projects, but they must be clearly identified and described.

- Project Demonstrates the application of an innovative material
- Project meets one or more of the 7 program goals
- Project incorporates materials or products which are readily available

- Projects where Federal funds are leveraged with other significant public or private resources
- Projects which are ready/near ready to go to construction phase
