Description

In 2012-2014, South Gilmore Road, Winton Road, and I-275 received improvements but the absence of a dedicated drop lane from southbound South Gilmore Avenue contributes significantly to the daily evening peak back-up on South Gilmore and Winton, extending north back to the intersection with Mack Road.

To help alleviate rush-hour traffic due to the absence of a dedicated drop lane, the Butler Transportation Improvement District (TID), Hamilton County TID, Ohio-Kentucky-Indiana Regional Council of Governments (OKI), Ohio Department of Transportation (ODOT), and the City of Fairfield teamed up to add an additional lane for southbound South Gilmore Road and Winton Road between Omniplex Drive and the westbound I-275 on ramp.

The City of Fairfield and the Butler TID collaborated on grant applications, and the City received Congestion Mitigation and Air Quality Improvement (CMAQ) funds through OKI to begin construction in 2022. In 2019, the Butler TID and the Hamilton County TID jointly applied for and received a grant for design from ODOT’s Division of Jobs and Commerce. Design plans for the extension of the existing southbound drop lane and additional turn lane to the westbound I-275 ramp are nearing completion and the project will be ready for construction in the summer of 2021.

The TID is a jointly governed organization-both corporate and politic-given the powers to finance, construct, maintain, repair and operate transportation systems. The TID is governed by a Board of Trustees which acts as the authoritative and legislative body. The Board of Trustees currently is comprised of eighteen members, of which thirteen are voting and five are non-voting. Of the eighteen, three are elected as officers of the TID: the Chair, Vice-Chair and Secretary-Treasurer. Each officer serves a one-year term. TID Board members are appointed by the following member governments: Butler County, the City of Hamilton, the City of Fairfield, Fairfield Township, Liberty Township, West Chester Township, the State of Ohio, and the Ohio-Kentucky-Indiana Regional Council of Governments. The Butler County Engineer is designated by law as a member.
