Description

The City of Abilene adopted the Street Maintenance Fee Ordinance in January 2019, which was paid by utility customers within the City limits. The Street Maintenance Fund was dedicated to the management and care of City streets. Planned repairs included micro-surfacing, asphalt resurfacing, and concrete improvements to work  zones and roads.

In the fall of 2019, Abilene residents saw work begin on the first Street Maintenance Fund project, funded through the Development Corporation of Abilene's contribution to the Street Maintenance Fund. The City of Abilene is now preparing to begin work on a number of Abilene street repairs, funded through the Street Maintenance Fee contribution to the Fund. The Street Maintenance Fee is collected with the monthly municipal account statement, and shall be due upon receipt—beginning with the first utility bill after January 1, 2019.

The City of Abilene is working to invest over $20M into their streets in 2020, through funding sources including the new Street Maintenance Fee, the Development Corporation of Abilene (DCOA), and the 2015 bond program.
Cost

Those in single-family homes will pay $6.75, while multi-family units will pay $6 per dwelling unit.

City Council collected the Street Maintenance Fee from residents beginning in January 2019.

Financial Status/Financial Performance

The Street Maintenance Fee will generate approximately $6.5M annually for street maintenance and repair. Additionally, the Development Corporation of Abilene will supply $8.5M to the Street Maintenance Fee Fund between 2019 to 2023, divided as follows:

  • 2019: $1.5M
  • 2020: $2M
  • 2021: $2M
  • 2022: $2M
  • 2023: $1M
Innovations
  • Use Street Maintenance Fees to maintain and repair the City's ailing roads.
  • Fee is based upon individual homes, multifamily dwelling units, and a reduced rate for senior or disabled residents.
  • Fee for commercial properties is based on the number of motor vehicle trips generated by a property, known as its “trip rate.”
