To qualify for a Fiscal Year 2012 Transportation Investment Generating Economic Recovery (TIGER) TIFIA Payment, each potential applicant must submit a detailed TIGER 2012 TIFIA Payment Letter of Interest using the form provided to describe the project, detail how the TIFIA statutory selection criteria are met, and outline the proposed financial plan, including the requested credit assistance. Please reference the TIFIA Notice of Funding Availability published in the Federal Register on November 3, 2011 for guidance on the TIFIA evaluation criteria and application process, as well as the TIGER 2012 Notice of Funding Availability published in the Federal Register on January 31, 2012 for guidance on the application process for TIGER 2012 TIFIA Payments. Applicants for a TIGER 2012 TIFIA Payment should submit the Letter of Interest form electronically via email at TIFIACredit@dot.gov by 5:00 p.m. EST on March 19, 2012. The FY 2012 Appropriations Act provided up to $175 million for Transportation Investment Generating Economic Recovery (TIGER) 2012 TIFIA Payments. TIGER 2012 capital investments in surface transportation infrastructure will be awarded on a competitive basis, including TIFIA. Based on the subsidy amounts required for projects in the TIFIA program's existing portfolio, the DOT estimates that $175 million of TIGER TIFIA Payments could support approximately $1.7 billion in TIFIA credit assistance. Applicants should demonstrate that the TIFIA loan will be ready to close on or before June 30, 2013.
The DOT will review each TIGER 2012 TIFIA Payment Letter of Interest submission to determine whether the project meets the basic requirements for TIFIA participation and will contact the applicant subsequently to review the project's eligibility and readiness to apply for program assistance. The DOT reserves the right to offer a TIGER TIFIA Payment to an applicant that applied for a TIGER Discretionary Grant even if DOT does not choose to fund the requested TIGER Discretionary Grant and the applicant did not specifically request a TIGER TIFIA Payment.
Upon receiving the DOT's notification that the project meets the basic eligibility criteria and has been selected to receive a TIGER TIFIA Payment, the applicant may be invited to submit an Application (DOC). The application due date will be established after consultation between the TIFIA Joint Program Office and the applicant.
The DOT has created a template to assist the applicants in preparing the required Executive Summary; it identifies the specific information that must be provided to the DOT.
This Executive Summary must be submitted electronically by attaching it via email to TIFIACredit@dot.gov concurrently with submission of the application package in hard copy. Applicants can also ask questions using this link.
