Economically Distressed Counties, Parishes and Burroughs in the United States and the NHS Routes Serving Them

Because there are no political equivalent to counties in Puerto Rico or the District of Columbia, there are no maps available. However, information is provided for municipalities in the case of Puerto Rico.
These maps are a response to Senate report language in S-106-55 (page 96) which states in part "...The Committee directs the Department [of Transportation] to identify ...persistent unemployment levels...and the highway facilities that currently serve the population base in such a region...."
The state maps are not scaled. FHWA does not recommend adoption of these maps as a state policy without appropriate consultation and consideration of state issues.
