ROW divisions must
align their sub-goals and action items with the entire DOT mission to
ensure maximum efficiency and to foster an attitude of one mission, one
goal, one team. Strategic planning efforts should be flexible in thought
and inclusive in nature, particularly as ROW organizations are highly
dependent on other groups both for input to the ROW process and for output
to other internal groups. Flexibility in the plan allows personnel to
easily adapt to changes in workload or environmental factors. Inclusiveness
makes everyone a part of the process and promotes teamwork. These attributes
allow a ROW organization to share workload across functional or geographical
boundaries when conditions warrant, as well as adapt to a rapidly changing
environment.
