TEA-21 Information Exchange Meetings on the
Congestion Mitigation and Air Quality Improvement Program

The Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) recently issued Interim Guidance on the Congestion Mitigation and Air Quality Improvement Program (CMAQ) under the recently authorized Transportation Equity Act for the 21st Century (TEA-21). Final Guidance will be developed this fall after conducting an outreach process with key constituent groups. In addition, a Federal Register notice will be issued shortly and will invite input on the Final Guidance from all interested parties.

FHWA and FTA are soliciting input on the Interim Guidance (see https://www.fhwa.dot.gov/environment) on specific areas of eligibility as well as overall implementation of the CMAQ program. Attached are specific questions on new flexibilities in the CMAQ program that will be included in the Federal Register Notice. We plan to focus on the questions during the first half of the information exchange session and to listen to comments on any element of the CMAQ program during the second half of the meeting.

The information exchange meeting on the CMAQ program will be held on Tuesday, October 6, 1998, from 9:30 a.m. - 12 p.m. This meeting is being hosted by the Washington Metropolitan Area Council of Governments and will be held in their offices at 777 North Capitol Street, N.E., Washington, DC.
