PURPOSE OF THE AGREEMENT: To guide impact assessment of CO Department of Transportation projects that may affect the lynx (a threatened species) by providing standard guidelines and standardized procedure. These guidelines and procedures are intended for use by CO Department of Transportation biologists and/or their consultants who are familiar with the lynx to guide them to appropriate impact determinations. The agreement includes impact level definitions. The agreement provides for efficient and consistent assessment of CO Department of Transportation projects and activities in a manner that is in compliance with Section 7 of the Endangered Species Act and biologically defensible.
