TITLE: Memorandum of Agreement between the National Park Service and the Federal Highway Administration
SUBJECT: Federal Lands Highway Program (parkways and park roads)

PURPOSE OF THE AGREEMENT: Establishes procedures for administration of the park road and parkway program. This agreement was developed to implement park roads and parkways category under the Federal Lands Highways Program (FLHP) which was established with the 1982 Surface Transportation Assistance Act. The FHWA has the responsibility for program oversight and will provide engineering, planning, design, and construction services through the Federal Lands Highway Divisions. The NPS is responsible for the transportation planning and environmental process including protection of park values.

NON-FHWA PARTIES INVOLVED: Department of Agriculture, National Park Service
FINANCIAL REQUIREMENTS: FHWA transfer of obligational (contract) authority and liquidating cash to NPS for those FLHP projects which they will undertake. For non-FLHP projects undertaken by FHWA and funded with DOI appropriations, cash will be transferred to FHWA.
