PURPOSE OF THE AGREEMENT: To establish interagency procedures through which the Forest Service and the FHWA will administer emergency relief funds under the Emergency Relief for Federally Owned Roads (ERFO) Program. The agreement addresses the authority to make findings for emergency relief for the repair or resonstruction of forest service roads that have been declared to have suffered serious damage as a result of a natural disaster over a wide area of catastrophic failure. The Federal Lands Highway Divisions have the responsibility to administer the emergency relief at the field level. Funds for this program are provided under Title 23 United States Code 125.
