Equal Employment Opportunity
Equal Employment Opportunity (EEO) programs are aimed towards identifying and, where it exists, properly addressing under-representation in employment through EEO. However, to accurately assess the impacts of the program, a clearer picture is provided by dealing with the public and private employment for which the agency is responsible. The public employment includes the internal Federal Highway Administration workforce, both full-time equivalent and contract employees, and the workforces of each State Department of Transportation, other direct recipients, and their subrecipients, including Metropolitan Planning Organizations, cities, counties, and local governing bodies and commissions that receive Federal-aid highway funds.
On the "private" side, the contract compliance program is aimed at determining whether contractors are providing equal employment opportunities, and where non-compliance is found, obtaining EEO in all terms and conditions of employment of Federal and Federally assisted contractors, subcontractors, material suppliers, vendors, and consultants.

External On-the-Job Training Program
- On-the Job Training (23 CFR Part 230) - authorized under 23 U.S.C. 140(a) requires State Departments of Transportation to establish apprenticeship and training programs targeted to move women, minorities, and disadvantaged persons into journey level positions to ensure that a competent workforce is available to meet highway construction hiring needs, and to address the historical under-representation of members of these groups in highway construction skilled crafts.
- On-the Job Training Supportive Services (OJT/SS) - (23 CFR Part 230) was established to supplement the OJT program and support State Departments of Transportation training programs by providing services to highway construction contractors and assistance to highway construction apprentices and trainees. Under the provisions of 23 U.S.C. 140(b), the Secretary of Transportation has the authority to fund OJT/SS in an amount not to exceed $10,000,000 annually. The legislation also authorizes States to draw down up to ½ of 1 percent of funds apportioned to them for the Surface Transportation Program under 23 U.S.C. 104(b) and the Bridge Program under 23 U.S.C. 144 for this program.
- Summer Transportation Institute - is a Department of Transportation and Federal Highway Administration educational initiative designed to provide awareness to middle and high school students on the various transportation careers and encourages students to pursue transportation-related courses of study at the college/university level. The 4-6 week sessions on college and university campuses introduce students to transportation through a variety of intermodal transportation activities and include math, science, and technology enrichment activities.
