Pre-purchase materials.
  • Deck materials especially.
  • Saves contractor mark-up, shifts responsibility. Lock in price on steel and concrete. Saves time and shows the public that things are being done efficiently.
Use staging areas.
  • Barge is possible from upstate if the contractor elects.

Increase length of spans to 100 feet.
  • Trucking is problematic.

Use lightweight materials

Ship in pieces and assemble at staging area.
  • You still have to get it across the street.
  • Need cranes.
Get as much assembled off-site, including the barrier.

Consider water option.
  • Productive work during the day without lane closures.
  • Reach factor is a negative; low water is an issue. Some Coast Guard concerns.
Consider eight-lane Bailey bridge 150 feet long.
  • Above the work zone.
  • Set-up and moving would require closures. Only works on causeway.
Construct temporary outrigger bridges.
  • Snake in the road. 250 feet of muck before bedrock.
Use incentives and disincentives.
  • Incentives work if variables are minimized.
  • Fines if not out of the road are necessary: $1,000 per minute per lane after 6:00 AM.
Use A plus B bidding.
  • Again, variables must be minimized.
  • Contractors know how to work the system to their advantage. Don't want to restrict variables too much.
Consider design-build (D-B).
  • Design-bid-build (D-B-B) vs. D-B.
  • NYS law prohibits.
Consider construction manager (CM) "at risk."

Pre-qualify contractors.
  • Precast okay with contractors?

Consider best value.

Use A plus B plus C bidding.

Use alternative bidding.

Consider technical proposals.

Reuse decks.
  • Leverages savings.

Bailey bridge the whole thing until new bridge on top.
  • Punch throughs are the problem.
  • FDR project.
Replace the causeway.
  • $500 million.
Use two-inch-thick grid panels.
  • Mill off 2-inch wearing course.

Construct Bailey bridges off to the side.
  • Eliminates six- to eight-hour work limitation.
Consider a long-term temporary structure.
  • Saves a lot of money for the users.
Is post-tensioning a given?

Is match casting necessary?

Consider streamlining the contracting process.

Consider shop drawing process innovations.

Use an issue resolution model.

Consider partnering.
