Our Policy and Procedure Memoranda are replete with instructions designed to assure proper supervision during the course of construction of all Federal-aid projects. The General Accounting Office in its analysis of our operations has, however, indicated that there may be some question as to the adequacy of supervision in the past on certain projects in two States.

There must be no doubt in regard to the complete adequacy of the States' field personnel to properly layout, inspect, and record the actual construction of all Federal-aid projects. Our experience has shown this is the case. However, to be certain that inadvertently no project be inadequately supervised during the construction period, I am drawing this obvious necessity to your personal attention. Division engineers are to again review their present procedure to be certain that no concurrence in the award of any project can be made unless the division engineers are satisfied with the States' plan for such supervision.
