Office of Program Administration Discretionary Funds Program Information

Background

The Office of Program Administration administers the following 2 discretionary programs. Special funding was made available for eligible projects to be selected by the Office of the Federal Highway Administrator. These programs were discontinued by MAP-21. Ferry Boat Discretionary (FBD)

The FBD program provides funding for ferry facilities (either vehicular or passenger) that are on a non-Interstate public road and are publicly owned, publicly operated, or majority publicly owned providing substantial public benefits. Projects selected for funding under this program are funded at an 80 percent Federal share.

The Ferry Boat Discretionary (FBD) program was discontinued by the Moving Ahead for Progress in the 21st Century Act (MAP-21), Public Law 112-141. The last FBD project solicitation was for FY 2011. Funding for FBD projects still available from previous discretionary awards is located at https://www.fhwa.dot.gov/discretionary/fbavailable.cfm.

MAP-21 established the Construction of Ferry Boats and Ferry Terminal Facilities Formula Program. Additional information may be found at https://www.fhwa.dot.gov/specialfunding/fbp/.

Interstate Maintenance Discretionary (IMD)

The IMD program provides funding for resurfacing, restoration, rehabilitation and reconstruction (4R) on the Interstate System. Projects selected for funding under this program are funded at a 90 percent Federal share except projects for added lanes, other than high occupancy vehicle lanes and auxiliary lanes, which are funded at 80 percent.

The Interstate Maintenance Discretionary (IMD) program was discontinued by the Moving Ahead for Progress in the 21st Century Act (MAP-21), Public Law 112-141. The last IMD project solicitation was for FY 2011. Funding for IMD projects still available from previous discretionary awards is located at https://www.fhwa.dot.gov/discretionary/imavailable.cfm.
