The FHWA Engineer Training Program

Career Development

The Highway Engineer Training Program is an entry-level career development program. We are looking for college graduates with a bachelor's degrees in civil engineering. This program will lead to successively more responsible positions within the Federal Highway Administration.

The FHWA training program provides the following opportunities:

You will learn, earn, and develop professionally as a highway engineer. You will study, work, and gain experience in all phases of highway engineering:

Educational Opportunities

Continuing your education while gaining work experience is an important part of the Highway Engineering Training Program. You will increase your skill and knowledge through on-the-job training and formal classroom training.

While in training, you will attend a variety of courses and seminars including an orientation in the Washington, D.C. Headquarter's Office. You also will attend other formal orientations to various organizational levels of the Federal Highway Administration and the Department of Transportation.

You will have the flexibility to decide upon and place emphasis on the areas that will be of greatest interest to you throughout your career.

Postgraduate Study

Selected highway engineers can pursue postgraduate study later in their careers at the Government's expense. Engineers may enroll in advanced training in areas such as hydraulic, geotechnical engineering, structures, or some other specialized area related to highway engineering.

Career Planning Assistance

The Federal Highway Administration is known for its team spirit ... its professionalism ... its dedication to serve the public ... its commitment to ethical values. All qualities that support another tradition ... helping and encouraging one another to grow and advance in our organization.

Guidance, counseling, and supervision are the responsibilities of your immediate supervisor on each assignment. You can expect an appraisal of job performance approximately each month while in the training program. Your supervisor uses these formal reviews and informal daily contact to assist you in planning your career. Part of the formal course work also helps you analyze and determine your career direction.

Advancement During the Program

You will enter the Highway Engineer Training Program as a highway engineer trainee at a grade GS-5 or GS-7. As a highway engineer trainee, you will be advanced according to your performance and development.

Consideration for promotion, once you have completed the training program, will be determined by competitive procedures under the FHWA Merit Promotion Plan. Under this system, you will be eligible for consideration for promotional opportunities at each career level.

This wide range of opportunities can lead to the highest engineering and administrative positions within the Federal Highway Administration. Achievement is rewarded by career growth.

The FHWA Requirement

Sincere Interest

If you have a sincere interest in the planning, design, and construction of highways, the Highway Engineer Training Program could lead you to a successful career in highway engineering. No written test is required to enter the Training Program. Selections are on the basis of your qualifications, abilities, and interest.

Degree Requirement

College students can start the 24-month training program when they have completed all of the requirements for the bachelor's degree in civil engineering.

Applicants receiving a bachelor's degree, or those who have their degree, must be U.S. citizens and be able to obtain eligibility at the GS-5 or GS-7 grade level under Office of Personnel Management Qualifications Standards. Your college placement office or the Office of Personnel Management can provide you with further details regarding these requirements.

Mobility Requirement

Many individuals begin their careers, graduate to positions with increased responsibility, and reach their full potential in the Federal Highway Administration ... for so many possibilities are available across the Nation.

The FHWA career development programs emphasize diversity of experience as a key element in the preparation of our most capable employees for higher level positions. This means that geographic and occupational mobility is a necessity. This policy has two purposes:

Candidates selected for the Highway Engineer Training Program must be willing to maintain geographic mobility not only within the training program but throughout their careers. The location of your first assignment, upon completing the training program, will depend on the needs of the FHWA. As you continue in your career, you will have the opportunity to apply for positions throughout the Nation.

The Federal Advantage Benefits

The Government will pay travel expenses to move you and your household goods to your first duty station. Additional benefits are allowed for subsequent moves. To be eligible for these benefits you must sign an agreement, at the time of each move, to remain in the Federal Service at least 1 year. While away from your official headquarters, you will be given subsistence or paid per diem, in addition to your salary.

Competitive Salary

You will enjoy a salary comparable to salaries paid by other Federal agencies and private industry.

Recognition

The FHWA rewards its outstanding performers with honors and cash awards through its incentive awards programs.

Vacation and Sick Leave

You will earn from 13 to 26 days of annual leave a year based on your length of service, as well as 10 paid holidays. And you can use your leave as you earn it. You also earn 13 days of sick leave a year that can be accumulated without limit.

Counseling

The FHWA supports an Employee Counseling and Assistance Program, which offers confidential individual and family counseling services.

Health Benefits

You will have a wide selection of insurance plans, offering a variety of benefits such as dental coverage, prescription discounts, and eye care services. Program Structure

The Highway Engineer Training Program is 24 months of diverse work assignments, varying in length and location. A typical training program includes the following assignments.

Construction Assignment
(6 months)
You will be assigned to a Federal Lands Highway Division construction project for on-the-job training in highway construction.
Basic Federal-aid Assignment
(6 months)
You will be assigned to an FHWA division office for basic training in the Federal-State cooperative program, known as the Federal-aid Highway Program
Special Assignment
(6 months)
You will work in a specialty of your choice on a project consistent with the needs of the FHWA.
Advanced Federal-aid Management Assignment
(6 months)
You will be assigned to another FHWA division office to continue your experience with the Federal-aid Highway Program. This assignment will emphasize area engineer duties and increased responsibility.
