This memorandum announces the availability of the computer program FoSSA 1.0 developed by ADAMA Engineering, Inc. The FoSSA 1.0 program computes the lateral and vertical foundation stresses and the magnitude and time rate of settlement resulting from roadway loading conditions (earth retaining structures, embankments, and all forms of temporary and permanent loads). The program uses analytical soil mechanics theories to solve one- and three- dimensional deformations based on the application of applied loads of varied geometry, intensity, and orientations. It can consider the effects of staged construction and prefabricated vertical drains (PVD's). The program is designed to be a production tool that is both user friendly and technically sophisticated. The input screens are created to address simple and complex problems. The output is extensive and is provided in both a graphical and tabular format.

The FoSSA 1.0 program is copyrighted. The Federal Highway Administration is authorized by the developer to distribute a limited number of copies to Federal agencies and State departments of transportation. The program will only run with a security key plugged into the computer's printer port. Each agency will be given 10 security keys at no charge. Additional keys or replacement of lost keys will be the responsibility of the State DOT, other Federal agency, or the individual FHWA employee.

Each State DOT or Federal agency requesting the program is asked to designate a single contact person who will be responsible for the distribution of all computer keys for their agency. The designated person should contact Ms. Michelle Cribbs (michelle.cribbs@fhwa.dot.gov, (202) 366-8792) to request the keys. The license to FHWA extends to all employees and is not limited. Individual FHWA employees desiring a copy of FOSSA may contact Ms. Cribbs as indicated above and a security key will be provided.
