Fish Passage Design Criteria

This topic should address how to accommodate the Topeka Shiner fishery in small and medium creeks and rivers. It should also explore the options that can be used to avoid the construction of bridges on smaller stream. If culverts are used, how is outlet scour addressed? We understand that this fish species has been observed in Kansas, Nebraska, South Dakota, Iowa and Minnesota; and that there is an effort for affected states to meet and address environmental aspects of this issue.
