Birmingham PM2.5 (2006 std) Alabama Birmingham MPO The Regional Planning Commission of Greater Birmingham (RPCGB), the MPO for this region, conducts the travel modeling and emissions modeling for the MPO portions of the PM2.5 maintenance area. For the Donut area, the RPCGB consults with ALDOT to develop an estimate of VMT by facility type. This information is used as an input to MOVES to obtain an estimate of tons/day of PM2.5 for each month, by weekday and weekend.
Fairbanks PM2.5 (2006 std) Alaska Fairbanks MPO State DOT takes the lead on regional analysis in the donut area.
Knoxville PM2.5 (2006 std) Tennessee Knoxville Regional Transportation Planning Organization The Knoxville Regional TPO takes the lead on travel and emissions modeling for the donut areas. The travel forecasting model boundaries encompass the boundaries of the Nonattainment area. As such the donut areas are within the boundaries of the travel forecasting model.
Salt Lake City PM2.5 (2006 std) Utah Wasatch Front Regional Council The donut area (Brigham City/Box Elder) was recently designated as part of the MPO planning area, but the area has not (as of May 2013) been incorporated into the WFRC travel model. In this case, UDOT prepares VMT estimates for Brigham City/Box Elder, supplies these to WFRC for input to MOVES. WFRC does the emissions estimates for the entire region, inclusive of Brigham City/Box Elder, using MOVES.
Logan, UT-ID PM2.5 (2006 std) Idaho   There are donut areas in both Utah and Idaho for this nonattainment area. For the Utah portion, the Cache MPO takes the lead on analysis. For the Idaho donut, the Idaho Department of Transportation takes the lead on analysis.

Atlanta PM2.5 (1997 std) Georgia Atlanta Regional Commission The Atlanta Regional Commission (ARC) leads the regional analysis. ARC develops off-model estimates of VMT for the donut areas in two counties.
Gainesville-Hall MPO
Macon PM2.5 (1997 std) Georgia Macon-Bibb County Planning and Zoning The MPO (Macon-Bibb County Planning and Zoning) conducts the regional analysis for transportation conformity for the donut area. The analysis is conducted off model using historical traffic count data supplied by Georgia DOT.
Chicago-Gary-Lake County, IL-IN PM2.5 (1997 std) Illinois Chicago Area Transportation Study The MPO takes the lead on modeling. The donut areas is in Illinois.

Cleveland-Akron-Lorain PM2.5 (1997 std) Ohio Northeast Ohio Areawide Coordinating Agency Ohio DOT takes the lead on travel and emissions modeling for the donut area.
Akron Metropolitan Area Transportation Study
Parkersburg-Marietta, WV-OH PM2.5 (1997 std) West Virginia Wood-Washington-Wirt Interstate Planning Commission WVDOT provided VMT estimates for the donut area. The MPO conducted the emissions analysis. There are donut areas in both states.

St. Louis, MO-IL PM2.5 (1997 std) Illinois East-West Gateway Council of Governments Illinois DOT leads the regional analysis in the donut area, which is in Illinois.

Louisville, KY-IN PM2.5 (1997 std) Indiana Kentuckiana Regional Planning and Development Agency Indiana DOT takes the lead on emissions analysis for the donut area, which is in Indiana.
Kentucky
Columbus PM2.5 (1997 std) Ohio Mid-Ohio Regional Planning Commission ODOT takes the lead in providing an HPMS-based emission forecast for the donut area.
Licking County Area Transportation Study
Liberty/Clairton PM2.5 (1997 std) Pennsylvania Southwestern Pennsylvania Commission The MPO takes the lead on travel and emissions modeling. The donut area is contained within the travel model boundaries.
Knoxville PM2.5 (1997 std) Tennessee Knoxville Regional Transportation Planning Organization Tennessee DOT has set up a Rural Planning Organization within the rural portions of the nonattainment area. Tennessee DOT takes the lead on regional analysis for the donut area.
Evansville PM2.5 (1997 std) Indiana Evansville Urban Transportation Study Indiana DOT uses the statewide travel demand model to generate inputs for the donut areas. The Evansville Metropolitan Planning Organization takes the data from the statewide model and combines it with the data from the regioanl model in conducting the conformity analysis.
Huntington-Ashland, WV-KY-OH PM2.5 (1997 std) Kentucky FIVCO Area Development District The MPO takes the lead on travel and emissions modeling. There are donut areas in Ohio and West Virginia. For the donut areas, which are outside the MPO's travel model boundaries, historical VMT data were used as a basis for predicting future VMT.

Baton Rouge Ozone Louisiana Capital Regional Planning Commission State DOT takes the lead on regional analysis in the donut areas.
Charlotte-Rock Hill, NC-SC Ozone North Carolina Cabarrus-South Rowan Urban Area MPO NCDOT takes the lead for travel demand and emissions analysis in the donut areas, which are in North Carolina.

Cleveland-Akron-Lorain Ozone Ohio Akron Metropolitan Area Transportation Study State DOT takes the lead on regional analysis in the donut area.
Northeast Ohio Areawide Coordinating Agency
Columbus Ozone Ohio Mid-Ohio Regional Planning Commission MORPC leads on the regional analysis in the donut areas with help from Ohio DOT. They do an off-model analysis utilizing HPMS data and forecast growth rates. ODOT runs MOVES and provides emission factors to MORPC for their conformity analysis.

Washington, DC-MD-VA Ozone District of Columbia National Capital Region Transportation Planning Board The NCRTPB takes the lead on the travel and emissions modeling for the donut area. The travel model has been expanded to include the donut area, which is in the State of Maryland.
