PM2.5 Transportation Conformity Workshops - August and September 2005. FHWA and EPA sponsored a series of workshops on PM2.5 conformity requirements in Chicago, IL; Charleston, SC (as part of the Southern Transportation and Air Quality Summit); Newark, NJ; Indianapolis, IN; Sacramento, CA; Columbus, OH; Frankfort, KY; and St. Louis, MO.
NOTE:On October 20, 2006, the DC Circuit U.S. Court of Appeals vacated 40 CFR 93.109(e)(2)(v). 8-hour ozone areas that do not have adequate or approved 8-hour budgets can no longer utilize this provision to use the interim emissions tests instead of their 1-hour budgets to demonstrate conformity. Transportation Conformity and CMAQ One-Day Workshops - July and August 2004. FHWA sponsored four one-day workshops in Washington, DC; Charlotte, NC; Dallas, TX; and Los Angeles, CA to discuss the implications of the transportation conformity rule amendments. In addition, these workshops discussed the implications of the new air quality standards on the Congestion Mitigation and Air Quality Improvement (CMAQ) Program. The following presentations were given during the workshops:
New National Ambient Air Quality Standards (NAAQS) Telecast and Workshop, June 28, 2004. The FHWA, the EPA, and the National Association of Regional Councils sponsored a one-day telecast and workshop in Chicago, IL to present information on the new NAAQS and conformity amendments. In addition, implications of the new NAAQS on the CMAQ were addressed. This workshop was especially targeted to new non-attainment areas and Early Action Compact areas. Implications for planning boundaries, interagency coordination, conformity, CMAQ funding, plans, and processes were discussed.
Transportation Conformity Rule Amendments Net Conference, June 23, 2004. This net conference discussed the July 1, 2004 Transportation Conformity Rule Amendments. These amendments address the conformity requirements under the new 8-hour and PM2.5 air quality standards, as well as implementation of the March 1999 court decision, and other provisions.
