Guidance for Qualitative Project Level "Hot Spot" Analysis in PM-10 Nonattainment and Maintenance Areas

On March 29, 2006, FHWA and EPA issued "Transportation Conformity Guidance for Qualitative Hot-Spot Analysis in PM2.5 and PM10 Nonattainment and Maintenance Areas." Future qualitative PM2.5 and PM10 hot-spot analyses should be based on the March 29, 2006 guidance, which supersedes this 2001 guidance. However, any PM10 hot-spot analysis that was started prior to March 29, 2006 may be completed with this 2001 guidance.
