Transportation Conformity Reference GuideRevised July 31, 2001This Reference Guide will be updated periodically. Please be sure to check this website on a regular basis. ACKNOWLEDGMENTS The development of the Transportation Conformity Reference Guide was a collaborative effort among Federal, State, and regional transportation and air quality agencies, stakeholders and consultants. While many individuals contributed to the Guide, the Federal Highway Administration wishes to express its sincere appreciation to the following individuals and consulting firms for their efforts: Charles Keynejad, Southern California Association of Governments; Paul Carr, Washington State Air Agency; Doug Thompson, California Air Resources Board; Jan Skouby, Missouri Department of Transportation; and Michael Clifford, Washington, D.C. Council of Governments. In addition, the consulting firms of Apogee Research Inc. (now Hagler Bailly), Sierra Research Inc. and Gary Hawthorn Ltd. contributed to early drafts of the Guide. Kathryn Sargeant, Meg Petulski, and Laura Berry of the U.S. Environmental Protection Agency also provided valuable insights and suggestions. At the Federal Highway Administration, Lisa Hanf provided perspectives that were very helpful in refining the Guide. In addition, Kirk Fauver, Lucy Garliauskas and Cecilia Ho of the Office of Natural Environment authored several Chapters of the Guide in addition to providing helpful suggestions on how to improve its usefulness to practitioners. Other FHWA staff that contributed to the effort include Joon Byun and Kevin Black, who provided ideas and recommendations on the technical elements of the Guide. Sheri Saumers of Los Angeles provided helpful editorial input and advice. Sarah J. Siwek was the principal author and editor and thanks all contributors for their input and advice on how to make the Transportation Conformity Reference Guide a useful reference tool for transportation and environmental professionals. |
