Transportation Conformity Reference Guide
Section E: Requirements for Other Areas
The conformity rule provided flexibilities for areas including maintenance, isolated rural, donut and clean data areas. Flexibilities and specific requirements for these areas are discussed in Chapters 12 and 13. Highlights of flexibilities include:
- more flexibility for areas that do not have to submit SIP budgets;
- isolated areas are not required to meet conformity determinations at a 4-year interval
- choices of conformity tests for years beyond the time frame of the SIP or maintenance plan; and
- streamlined modeling requirements.
The transportation conformity rule also provides clarification on clean data area and donut area requirements. These issues are discussed for each of the four types of classifications in Chapters 12 and 13.
