This partnership team consisted of nine individuals, who brought together their organizations to foster the development of positive interagency communication and to create a framework for improved working relationships. This team developed a partnering agreement, entitled The Mare Island Accord, which documented their recommendations and incorporated them into an implementation plan with performance measures. The emphasis of their partnership stresses early coordination, cooperation, and an effective environmental process that incorporates environmental concerns, multi-agency participation in program level planning, increased flexibility of funding, and the opportunity to resolve issues before costly project development. The partnership activities consist of: management meetings, training and outreach, rotational assignments, funding coordination, NEPA/404 integration process, guidance development, and a metropolitan planning organization pilot project. Achieving the performance measures established by the partnership will help foster interagency cooperation towards the mutually established goal of providing a safe and efficient intermodal transportation system, while protecting and enhancing the natural and human environment.
