State Route 119 South Improvement Project

This pilot project tested Pennsylvania Department of Transportation's adopted Concise Environmental Impact Statement Task Force Guidelines. The Route 119 South Improvement Project team employed creative strategies and innovative document preparation techniques in order to meet the project needs. A 13.4 kilometer (8.3 mile) section of Route 119 was designed for widening between State Route 56 in Homer City and the U.S. Route 22 Interchange near Blairsville in Indiana County, PA. The team successfully streamlined the Environmental Impact Statement and Section 404 Permit application for this project. Creative graphic illustrations highlighting multiple environmental features effectively portrayed the information that traditionally would be communicated with numerous illustrations. A key factor to the success of this project was the organization of the Community Advisory Committee, which involved local residents and the local business community. The Advisory Committee maintained contact with the community throughout all phases of the project. The professional commitment and technical expertise of this team demonstrates how to protect natural resources while also enhancing the social and economic welfare of the local population that uses the transportation improvements.
