The Department of Development, through the leadership of Director Paul T. McIntire, Sr., developed the Wheeling Heritage Trail System connecting urban areas with surrounding residential areas. Widely used by the citizens of Wheeling for commuting to work and shopping, the Heritage Trail System represents an environmentally respectful means of urban/suburban transportation.
