On December 16, 2011, FHWA issued a memo titled Guidance on Environmental Justice and NEPA. This guidance describes the process to address Environmental Justice during the NEPA review, including documentation requirements. It supplements the FHWA Technical Advisory 6640.8A, which provides guidance for documenting the potential social, economic, and environmental impacts considered in the selection and implementation of highway projects.
EPA's Office of Enforcement and Compliance Assurance
The Office of Federal Activities' website on the draft "Guidance for Incorporating Environmental Justice Issues in EPA's NEPA Compliance Analysis." This guidance is designed to assist EPA staff responsible for developing EPA compliance documentation as required by the National Environmental Policy Act (NEPA), including Environmental Impact Statements (EIS) and Environmental Assessments (EA), in addressing a specific concern -- environmental justice (EJ). It defines common EJ terms, illustrates the relevance of EJ issues in environmental analyses, heightens awareness of EPA staff in addressing EJ issues within NEPA analyses, presents methods for communication with the affected population throughout the NEPA process, and introduces EJ as a primary consideration to the NEPA process.
The National Environmental Justice Advisory Council (NEJAC) is a federal advisory committee that was established by charter on September 30, 1993, to provide independent advice, consultation, and recommendations to the Administrator of the U.S. Environmental Protection Agency (EPA) on matters related to environmental justice. The NEJAC is made up of 25 members, and one Designated Federal Official (DFO), who serve on a parent council that has seven subcommittees. Along with the NEJAC members who fill subcommittee posts, an additional 39 individuals serve on the various subcommittees.

African American Environmentalist Association is an environmental organization dedicated to protecting the environment, enhancing the human ecology, promoting the efficient use of nature resources and increasing African American participation in the environmental movement.
Center for Community Change (CCC)/ Rural Justice Center/ Transportation Equity Network (TEN) is especially interested in MPOs and geocoding, and other transportation equity issues. They are a national nonprofit organization based in Washington D.C. with a thirty-year old track record in anti- poverty issues.

Center for Public Environmental Oversight (CPEO) is a program of the San Francisco Urban Institute, with funding provided by the EPA.

Community Transportation Association CTAA is a national, professional membership association of organizations and individuals committed to removing barriers to isolation and to improving mobility for all people. CTAA conducts research, provides technical assistance, offers educational programs and serves as an advocate in order to make coordinated community transportation available, affordable and accessible.
EarthJustice Legal Defense Fund is an environmental advocacy group.
Environmental Defense (EDF) is a national advocacy organization. Their Living Cities program promotes clean air, water and lands in the nation's population centers.
Environmental Law & Policy Center of the Midwest (ELPC) is a Midwest public interest environmental advocacy organization working to achieve cleaner energy resources and implement sustainable energy strategies, promote innovative and efficient transportation and land use approaches that produce cleaner air and more jobs, and develop sound environmental management practices that conserve natural resources and improve the quality of life in our communities. One of ELPC's premises is that environmental progress and economic development can be achieved together.
Natural Resources Defense Council (NRDC) is an environmentalist organization dedicated to public education and preservation of the environment.
The New York City Environmental Justice Alliance (NYCEJA) is a citywide network that links grass roots organizations low-income neighborhoods and communities of color (EJ communities) to advocate on behalf of EJ communities that are disproportionately and adversely affected by environmental and health impacts of public and private actions and policies.

Working Group on Environmental Justice This Harvard University interdisciplinary working group holds regular faculty meetings, workshops and maintains an Internet site of relevant studies and resource information.
Rosa Parks and the Montgomery Bus Boycott: Rosa Parks is known as "the mother of the civil rights movement." On December 1, 1955, she refused to give up her seat for a white man on a Montgomery, Alabama bus. Parks was arrested for her defiance. After she challenged the local segregation ordinance and lost, Parks and others organized the Montgomery bus boycott: "For a little more than a year, we stayed off those busses. We did not return to using public transportation until the Supreme Court said there shouldn't be racial segregation." Parks and others lost their jobs, and she was harassed and threatened. The boycott raised an unknown clergyman named Martin Luther King, Jr., to national prominence and resulted in the US Supreme Court decision outlawing segregation on city buses. Freedom Rides: In the Spring of 1961, bus loads of people waged a cross-country campaign to try to end the segregation of bus terminals. The nonviolent protest, however, was brutally received at many stops along the way. The US Supreme Court had already ruled that desegregation of interstate travel was unconstitutional. However, most of the southern interstate bus stations and transportation were segregated. Follow these links to learn more about the freedom rides.
Baton Rouge Bus Boycott: Baton Rouge was the site for the first successful bus boycott in the 1950s. This boycott became a blueprint for the more publicized boycott in Montgomery, Alabama, in 1955, and set the stage for desegregation in the Deep South.
