I want to thank Christopher Douwes for providing me the opportunity to address the State Trails Administrators. As many of you may be aware, funding for LWCF was restored in 2000 following a five year period without funding and so the States have been working diligently on updating their statewide comprehensive outdoor recreation plans (SCORP).
In many ways the, the revival of LWCF and the new century has given us new challenges but has also led to a broadening of SCORP planning initiatives which has in turn strengthened the role of SCORP planning. The following quote captures the essence of what we all face in providing recreational opportunities for our communities and the relevance of the work that is being done.
