RTP funds are available for the "current" plus 3 fiscal years. In a specific fiscal year, a State may obligate funds apportioned in the current and up to three previous fiscal years. The obligations in a specific fiscal year may range from negative amounts (if a State deobligated more than it obligated in that fiscal year), to significantly more than the apportionments within a specific fiscal year (if a State obligates funds from prior fiscal years).
FHWA made corrections to RTP apportionments in FY 2003. FHWA's initial Apportionment Notice N 4510.488 (shown in the "Incorrect" column) was not correct. However, FHWA did not issue a corrected Notice prior to FY 2003 reductions (0.65 percent). The column "Corrected" respresents theoretical RTP apportionments prior to the FY 2003 reduction.

Please see FHWA Notice N 4510.563: Supplementary Tables - Apportionments Authorized for Fiscal Year (FY) 2003 for other Federal-aid Highway Program apportionments. Table 16 shows the total amount apportioned to States for the Recreational Trails Program for FY 2003, along with the amounts for State administrative funds (up to 7%), and the amounts that may be used for operating educational programs to promote safety and environmental protection (up to 5%).

The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) authorized RTP apportionments for FY 2005-2009.
For 1993-1997, FHWA was allowed up to 3% for administration. For 1998-2003, FHWA received up to 1.5% for administration (with FY 2003 subject to a 0.65% reduction). For 2004, FHWA received $750,000 for administration (subject to a 0.59% reduction). For FY 2005-2009, FHWA is authorized for $840,000 per year.
