Proposed Changes:
Refuge Roads eligibility expanded to include signs, maintenance, and trail improvements. Adds a Section 4(f) exemption for refuge road projects. Modifies dates for IRR regulations and formula, and links tribal plan to tribal contracts and agreements. No significant changes to Forest Highways or Parks Roads and Parkways Programs.
