Transportation, Community, and System Preservation Program (Sec. 1816)
TCSP integrates transportation, community, environment, and land use. SAFETEA:
- Changes TCSP from a discretionary grant program to a formula apportionment
- $26 million annually set-aside from STP
- $500,000 annual apportionment to each State, DC, and Puerto Rico
- No change in eligibility-continues to be very broad
