Assumption of Responsibility for TE, RTP, and TCSP Projects (Sec. 1815)

TCSP integrates transportation, community, environment, and land use. SAFETEA:

  • State may assume program responsibilities through MOU between State and Secretary

  • State is subject to all "procedural and substantive requirements" required under Federal management

  • State also assumes full liability for complying with Federal requirements
