- Retains existing 12 eligible categories
- Remains 10% of STP (including minimum guarantee and RABA distributed to STP)
- TE funds estimated to be approximately 9% less:
- Lower total STP authorizations vs. TEA-21
- RABA included in TEA-21 set-aside; amount unknown for SAFETEA
- Final amount for TE dependent on actual amounts of MG and RABA distributed to STP
