Since the early 1990s the National Park Service has attempted to improve the effectiveness and efficiency of State plans and planning by encouraging...

The combination of these new priorities has in many ways led to better more dynamic plans and reflect the broader trends in planning such as, increasing in "participatory: planning, integrating efforts and cooperation among different entities.
