Notes:

The mechanism that ensures that the LWCF funds are targeted to meet the needs of the State and its communities is through SCORP. The SCORP is updated every five years and is intended to describe the "state" of outdoor recreation opportunities, demands, (both met and unmet) and outline its priorities/strategy to meet the needs of its citizens both now and in the future. Its also requires that the public have an important role in deterring the state's priorities.

In many ways the SCORP is just as valuable as the development of recreational opportunities through LWCF grants, because there are no other requirements or large scale recreation planning efforts communicating the value of recreation.

These specifications set forth the basic thrust of the SCORP plans as they were intended when the law was written. But the focus has changed...
