The FHWA administers the Federal Lands Highway Program, including survey, design and construction of forest highway system roads, parkways and park roads, Indian reservation roads, defense access roads, and other Federal lands roads.
The Federal Highway Administration is responsible for ensuring the safety, efficiency, and economy of the Nation's highway transportation system. The Federal Highway Administration oversees all phases of highway policy, planning, research, design, operations, construction, and maintenance. There are two principal programs that accomplish this vital task.
The Federal Aid Highway Program offices and the Office of Motor Carriers, in cooperation with the State Departments of Transportation, administer the nation's comprehensive highway system.
The Federal Lands Highway Program, as an adjunct to the Federal-Aid Highway Program, covers highway programs in cooperation with Federal land managing agencies. It provides transportation engineering services for planning, design, construction, and rehabilitation of the highways and bridges providing access to federally owned lands. The Federal Lands Highway organization also provides training, technology, engineering services, and products to other customers.
The mission of the Federal Lands Highway organization is to develop and carry out the Federal Lands Highway Program through the following proctices: (1) Program Administration, (2) Highway and Transportation Engineering Services, (3) Training and Development of Engineers, and (4) Development and Dissemination of Technology. Typical engineering work involves planning, location, and design of highway projects in cooperation with partner agencies; awarding construction contracts; and administering contracts through full-time oversight provided by personnel at the construction site. The employees of FLH carry out this mission through a multitude of highway-related responsibilities for many external agencies and groups including motorists, transport, and motor carriers.
FLH regularly and continuously serves customers through surveys to determine the kind and quality of services they want and their level of satisfaction with existing services. Efforts are made to post service standards and measure results against them, benchmark customer service performance against the best in business; to survey all employees regarding barriers to and ideas for matching the best in business; to provide customers with choices in sources of service and means of delivery; and to make information, services, and complaint systems easily accessible.
The Federal Lands Highway Organization guarantees exceptional service to its customers -- all persons or groups both inside or outside the FLH organization, who receive a product or service from Federal Lands Highway employees. Those customers who do not receive what they consider to be acceptable service, will receive the following as soon as they notify an FLH representative: 1) prompt attention to identify and mitigate the problem 2) an explanation of the changes which will be made to correct the problem 3) a commitment to better future service.
Customers who still believe service has not met their expectations may contact the appropriate Division Engineer or Division Chief. The Division Engineer/Chief or designee will contact the customer immediately to acknowledge receipt of the concern. Appropriate corrective action will be taken within the agreed time frame. Any customer who is not satisfied with the corrective action may contact the Federal Lands Highway Program Administrator for resolution.
