Founded in 1974 and administered by the U.S. Fish and Wildlife Service (FWS), the Don Edwards San Francisco Bay NationalWildlife Refuge (DENWR) is part of a network of seven wildlife refuges in the San Francisco Bay Area. In 1995, it was renamed in recognition of Congressman Don Edwards' efforts to protect sensitive wetlands in south San Francisco Bay. DENWR, the first urban national wildlife refuge established in the United States, is dedicated to preserving and enhancing wildlife habitat, protecting migratory birds and threatened and endangered species, and providing opportunities for wildlife-oriented recreation and nature study for the surrounding communities. As of 2004, the refuge spans 30,000 acres of open bay, salt pond, salt marsh, mudflat, upland and vernal pool habitats located throughout San Francisco Bay.

Central Federal Lands Highway Division (CFLHD) supplied design and engineering services for the 2004 Marshlands Road Project, a collaborative effort among FWS, the California Department of Transportation, and the East Bay Regional Parks District to rehabilitate approximately 0.4 miles of the main road for DENWR.The project provided an improved entrance road, a wider and safer parking lot for refuge staff and visitors, improved access to the refuge's popular Environmental Education area, a safer entrance to the refuge's maintenance area and volunteer residences, and a bike trail that connects the refuge with Coyote Hills Regional Park. The Refuge Roads and Transportation Enhancements Programs funded the $1.2 million project.
