In January 2003, the National Capital Planning Commission (NCPC) requested that Eastern Federal Lands (EFL) manage the design and reconstruction of the streetscape of, and security improvements to, Pennsylvania Avenue in front of the White House, which had been closed since the Oklahoma City bombings in 1995. EFL completed the design and construction of the extremely complex project before the Presidential Inauguration in January 2005, restoring Pennsylvania Avenue to the visibility, international significance, and symbolic importance the White House and its environs deserve.

To meet the challenge of designing and constructing a secure and beautiful streetscape, it took a dedicated team of environmental, architectural, highway, landscape, construction, and financial experts. Stakeholders included NCPC, the National Park Service, the U.S. Secret Service, the Commission of Fine Arts, the Smithsonian Institution, theWhite House, the U.S. Department of theTreasury, the District of Columbia Department of Transportation, and the General Services Administration. Effective project management, partnering, technology, and innovative contracting played important roles to satisfy aesthetics and security requirements, as well as timely completion of design and construction.
