A photo of the Ala Mauna Saddle Road The Federal Lands Highway Program in Hawaii. In 1991, planning began for the reconstruction of a 48.5 mile portion of the Ala Mauna Saddle Road (HI State/ County Route 200), which connects Hilo to Waimea. Saddle Road, the most direct route between the east and west sides of the island, had one of the highest accident rates of any road of its classification in Hawaii. The Saddle Road improvement project will make the road safer and easier to use by eliminating narrow lanes, improving lines of sight, eliminating numerous roadside hazards such as bridge parapets and rough road edges.

The Hawaii Department of Transportation requested that Central Federal Lands Highway Division (CFLHD) be the lead agency for project development and construction of the Saddle Road improvement project. Nearly $80 million in contracts have been awarded for the first three of five phases of the project. Construction funding for the Saddle Road improvements have been made available from multiple Federal Lands Highway Program sources. Construction of the remainder of the Saddle Road project will be phased as funds become available.
