The Baltimore-Washington (BW) Parkway is a multi-lane divided urban parkway providing a direct link between Washington, DC and Baltimore, Maryland.The BW Parkway was envisioned in Pierre L’Enfant’s 1791 plan for Washington, planned as a scenic entrance into the nation’s capital as early as 1925, and built within a number of construction phases between 1942 and 1954.

In the last 20 years, Eastern Federal Lands reconstructed the parkway in partnership with the National Park Service and the Maryland State Highway Administration. The $170 million improvement program included the rehabilitation of pavement and shoulders, modifications and/or reconstruction of certain bridges and interchanges, and safety improvements such as lengthening ramp acceleration and deceleration lanes.The program was designed to enhance motorist safety and to improve aesthetics. One aesthetic treatment was the construction of a crash-tested, simulated-stone, precast-concrete guardwall safety barrier that matches the look and character of the existing historic bridges and walls on the parkway. Through use of context-sensitive solutions, this project has become the standard for American urban parkway design, has received numerous design and safety awards, and has been designated as a Maryland State Scenic Byway.
