The Federal Lands Highway Program in Texas. Hagerman National Wildlife Refuge lies on the Big Mineral Arm of Lake Texoma, on the Red River between Oklahoma and Texas. In 2003, Central Federal Lands Highway Division (CFLHD), in partnership with the U.S. Fish and Wildlife Service (FWS), began project development activities on the reconstruction of one bridge and the replacement of three bridge decks and one culvert. During the project scoping, CFLHD observed an additional structure failure in another culvert and warned FWS to prevent any vehicle from crossing until repair or replacement has occurred. As part of the design process, the Refuge completed the required environmental compliance and applied for the needed permits. A $1.7 million contract was awarded and completed in 2005. The bridges and the culvert were raised approximately four feet to accommodate high flood waters. The bridge approaches were ramped down to the existing roadway that will be raised in the future. The elevation raise required CFLHD to mitigate wetland impacts by the use of retaining walls.
