The Federal Lands Highway Program in Utah. Zion Canyon Scenic Drive, located in Zion National Park, provides access to marquee attractions like the Emerald Pools, Great White Throne, the Grotto, Angels Landing, Weeping Rock and the Temple of Sinawava. In May 2000, the park began shuttle bus access to these attractions during high visitation season. Using shuttles accelerated pavement failures, since the existing pavement was not designed for continuous shuttle bus use.
In 2002, Central Federal Lands Highway Division (CFLHD), in partnership with the National Park Service, began working on repair of the 7.7-mile segment. The existing pavement section was recycled and stabilized with asphalt to form a base for a new structural section. The process minimized the costs of reconstruction and the impact to the environment. The project also included safety enhancements such as rumble strips, minor road widening, relocating crosswalks, and eliminating hazardous unplanned pullouts. The segment was completed in 2005 with $3.8 million in Federal Lands Highway Program funds.
