The Federal Lands Highway Program in Vermont. Silvio O. Conte National Fish and Wildlife Refuge was established in 1991 to conserve, protect and enhance the abundance and diversity of native plant, fish and wildlife species and the ecosystems on which they depend throughout the 7.2 million acre Connecticut River watershed. The Refuge offers opportunities for hunting, fishing, wildlife observation and photography, and environmental education and interpretation. An extensive road system gives visitors the ability to experience the rugged quality of the Refuge land and access to scenic vistas, perfect for wildlife dependent recreation. The Lewis Pond Overlook provides a scenic vista of the Nulhegan Basin and the surrounding mountains in northeastern Vermont and is a prime destination for visitors to the Refuge. The existing gravel road leading to the site is narrow and frost heave has pushed large stones up through the surface. Eastern Federal Lands Highway Division is working to widen the road enough to provide sufficient space for two-way traffic on a low-volume road. Drainage improvements are being made including reconditioning shoulders and ditches. The existing culverts will be reset or replaced and additional culverts will be added as necessary.
