Photo of the Mather Memorial Parkway (MMP)The Federal Lands Highway Program in Washington. The Mather Memorial Parkway (MMP), a 55-mile section of State Route 410, is located in the Mount Baker Snoqualmie National Forest and Mount Rainier National Park (MORA), and is part of the 85 mile long Chinook Scenic Byway, also designated an All American Road. Western Federal Lands (WFL) began working on the MMP in the 1990s in partnership with the U.S. Forest Service, National Park Service (NPS), and Washington State Department of Transportation. Projects included the East Side Retrofit ($2,734,000), where the Forest Highway (FH) Program funded roadway improvements, and the Greenwater to Crystal Mountain west side reconstruction, another FH-funded ($9,313,000) project that included $5,400,000 of Public Lands Discretionary and $1,000,000 of State funding.

Work continued with Park Roads and Parkways Program (PRP) funds in MORA on what was designated in 1996 a National Historic Landmark roadway; $13,127,239 in PRP funding was provided to help increase mobility of travelers across the Cascade Mountains. In 2000, NPS and WFL completed a Chinook Scenic Byway Corridor Charrette, using PRP Alternative Transportation funds; this won an American Planning Association award for collaboration, and the reconstruction project inside MORA won an award from the State Historic Preservation Office.
