In 1994 FHWA partnered with the American Automobile Association Transportation, Travel and Tourism Institute (AAA-TTT) to establish the National Scenic Byways Clearinghouse as a centralized source for scenic byways information. The Clearinghouse provided technical and referral information, copies of relevant reports, brochures, maps, slides, and videos. The clearinghouse provided subject matter expertise, grant information, and resources on a variety of topics.

In 1999 the functions of the Clearinghouse were assumed by the newly established National Scenic Byways Resource Center (renamed the America's Byways Resource Center in 2001).
