The Federal Highway Administration (FHWA) Office of Planning, Environment and Realty's (HEP) Surface Transportation Environment and Planning Cooperative Research Program (STEP) ended on September 30, 2012. For current HEP research information, please see HEP's MAP-21 research web site.


Periodically, FHWA will issue solicitations for funding proposals for specific STEP research activities. These solicitations will allow stakeholders to compete for funding to advance research related to STEP’s goals and strategies. These announcements will be posted here, organized by emphasis area and listed in the order in which they were issued.

Planning Focus Areas

Title: Transportation Planning Cooperative Research

Due Date: April 30, 2007

Description: The FHWA Office of Planning is soliciting proposals for research and development projects that could lead to transformational changes and revolutionary advances for transportation planning in the United States. The objective of this Broad Agency Announcement (Reference Number FHWA-BAA-HEPP-02-2007) is to advance the practice and application of transportation planning among state, regional and local transportation planning agencies in response to significant changes in the planning process and to identify new tools, techniques and approaches that respond to national transportation planning priorities.

The FHWA is accepting pre-proposals through April 30, 2007. Proposals may be in one or more of the following transportation planning focus areas: (1) congestion management, (2) transportation safety planning, (3) freight planning, (4) public involvement, environmental justice and visualization in planning, and (5) Tools and Techniques that Support State, Local and Tribal Transportation Planning Capacity Building.
