I am attaching guidance for administering the SIB pilot program authorized by section 1511 of TEA-21. The guidance is referenced in the cooperative agreements previously executed with Missouri and Florida.

We encourage California and Rhode Island to revise their existing SIB agreements to incorporate the provisions of TEA-21. The States will then be able to take advantage of the additional Federal funds for SIB capitalization.
