Research on policy, planning & project development, procurement and performance management:

  • Scan of P3 legislation to identify common provisions -- 2014
  • Organizational forms for P3 units -- 2014
  • Quantification of benefits and costs - 2013
  • Alternative approaches to compare P3s to traditional procurement -- 2014
  • Balancing public interest with the need to generate market interest -- 2014
  • Ensuring transparency and accountability of P3 projects -- 2015
  • Performance metrics, penalties, and oversight and monitoring procedures -- 2015

Best-practice reports, guides and analytical tools:

  • Value for Money evaluation toolkit - 2013
  • Standardized P3 contracts - 2014
  • Best practices for (a) planning; (b) procurement; (c) oversight and monitoring - 2015
  • Comprehensive evaluation tool incorporating non-financial impacts - 2015
  • Primers, fact sheets, website, etc. - 2013 through 2017

Capacity building:

  • Develop and present webinars, training courses, workshops, conference presentations, web-based media, etc. -- 2013 through 2017
  • Support P3 activities of stakeholder groups - 2013 through 2017
  • Targeted technical assistance to State DOTs and Division offices - 2013 through 2017

Identify project delivery innovations using SEP-15, TE-045 and other mechanisms:

  • Develop and provide information to policymakers - 2013 through 2017
  • Communicate the various aspects of P3s to transportation leaders and elected officials - 2013 through 2017

Stewardship -- Implementation of Federal-aid requirements for P3 projects and assessment of P3 project performance:

  • Develop and provide guidance to Federal planning, finance and procurement staff and major project and operations engineers - 2013 through 2017
  • Provide technical assistance to FHWA Field offices as requested -- 2013 through 2017

Goals
