Q: I'm trying to upload data from the Shadow Bid and PSC Tools. After trying to upload the files, I see a screen that says "False." What does this mean?

A: Be sure to verify the path is correct to the PSC Tool and Shadow Bid Tool. Until the Financial Assessment Tool has a functional link to an existing Excel file, it will display a "FALSE" error message. Try re-opening either the PSC Tool or Shadow Bid Tool and re-saving a version with your outputs in an easily accessible directory and repeat the uploading process as described in Chapter 4 of the Financial Assessment Tool User Manual.

VFM Analysis

Q: I receive an error message stating I should review my inputs in the VfM Analysis Source Data sheet. What have I done wrong?

A: Data from both tools (PSC and Shadow Bid) needs to be uploaded before pressing the 'Import' buttons. If you try to press Import without updating the file paths then the tool cannot source the data to import. The user guide outlines the steps required if you would like to load new data into the VfM analysis section in the correct order (i.e. first select the spreadsheets from your desktop then import the data).

Q: I'm trying to evaluate the cost comparison breakdown for the Public Sector Comparator and Shadow Bid, as found in the "Model VfM_PSC Output Sheet". I would like to evaluate the availability payment, shadow toll and real toll delivery methods and am utilizing the drop-down menu in Row 33 to toggle back and forth. For some reason, the Availability Payment function isn't working. Why is this?

A: The Financial Assessment tool's "Model VfM_PSC Output Sheet" utilizes cash flows exported from the PSC and Shadow Bid Tools to perform a cost comparison breakdown. To properly model the cost comparison for each delivery method, a user must first verify that the Shadow Bid and PSC have calculated the proper cash flows for the desired delivery method. For example, if a user would like to compare the cost of a Real Toll delivery, "Toll Collection" should be selected within the assumption of both the Shadow Bid and PSC and the scenario analysis should be re-run. The drop-down menu in the cost comparison chart tells the Financial Assessment Tool to select the appropriate inputs to enable comparison.
