As shown in the FHWA Major Project Deliverable Timeline (PDF), the preparation of the PMP begins early in the planning phase of a project. It is generally recommended that a draft PMP be submitted to the FHWA Division Office for review 60 days prior to the submission of the final NEPA report, while the final PMP is required 90 days upon the issuing of the Record of Decision, Finding of No Significant Impact or Categorical Exclusion. The review is conducted by the FHWA Division Office in consultation with the FHWA Headquarters Project Delivery Team.
The Project Management Plan is the responsibility of the recipient of Federal assistance, which is generally the State Transportation Agency (STA). For Public-Private Partnership projects in which TIFIA loans are involved and in which the STA receives no Federal Assistance, the private entity receiving the TIFIA funds is responsible for the preparation of the Project Management Plan.
